MACE'S URBAN REGENERATION SOLUTION
Mace is the UK's largest independent project and construction management company and has a reputation for seeking innovation in the provision of best-practice services and in the procurement of construction projects.

Our business is the management of change, achieving best value, in a world of increasing complexity and scarce resources. No more so is this apparent than in the urban-regeneration arena. In October 2002, Mace acquired C2C Management, an urban-regeneration company specialising in city centre-led regeneration initiatives. These skills, combined with the community and housing-led expertise within Mace, have led to a powerful offer targeted at creating sustainable communities.

Mace C2C has played key roles in the formation, business and implementation planning of Urban Regeneration Companies (URC) in Manchester, Sheffield, Liverpool, Hull and, most recently, Corby.

Whilst the primary focus of the URC's was breathing life into the city centres, there has been a step change in the focus echoing the words of Lord Rogers at the 2002 Urban Summit, that it was the often failing communities in the homes and estates surrounding the centre that needed more attention.

The Deputy Prime Minister endorsed the need to address the issue of failing housing stock and communities along with the imbalance of demand, value and affordability across Britain in the Sustainable Communities Plan. The other key area of the Communities Plan was that of the provision of new communities and the identification of new growth areas in the Midlands and south-east.

Our work for Hull Citybuild focused on the needs of west Hull. Our role was to assist in a strategy that would provide funding to commence the stabilisation of the community, removing unfit housing, providing home swaps, identifying issues relating to unregulated private landlords and identifying opportunities for connections with the city-centre masterplan.

Housing Market Renewal Pathfinder projects focused on low-demand areas in the North and Midlands provide the necessary funding to kick-start the regeneration of areas such as west Hull, with the aim of creating confidence and attracting complementary funding.

The Decent Homes' standard has laid down criteria for all local authorities' homes to reach a minimum standard by 2010. Local authorities have been urged to look at all possible options for stock improvement. The process of putting tenants at the heart of deciding how to meet the standard, along with housing management and investment issues, is a major challenge to local authority departments.

Developing greater numbers of homes on inner-city sites goes hand-in-hand with an emphasis on the quality of the design of homes and public realm that underpin successful neighbourhoods. Mace is taking up the challenge of the need to accelerate housing provision by championing modern methods of construction, to develop new skills and procurement methodologies, drawing on our experience of innovation in the private sector, which has underpinned our current reputation.

In the London Borough of Brent, Mace has been working with the community-led South Kilburn New Deal for Communities, the council, Government Office for London, The Neighbourhood Renewal Unit and other agency partners to produce a business and implementation plan for substantial community regeneration. The partnership has sought a proactive approach to the creation of a high-quality masterplan, developed through wide stakeholder involvement and putting the community at the heart of the process. The process of renewal will take a considerable time and requires a well-managed, sensitive and commercial approach to delivery and the provision of services within the neighbourhood.

The proposal seeks to develop a neighbourhood that embodies the best-practice principles of urban renaissance and the aspirations of the Mayor's London Plan. The scheme envisages the substantial refurbishment of some 800 properties which will be managed by Brent Housing Partnership, Brent's Arms Length Management Organisation, and the formation of a delivery vehicle consisting of private-sector investors as well as the community and the Borough which, in partnership, will provide some 2,500 new homes, community and commercial facilities. The new provision will diversify tenure and create private-sector subsidy whilst providing the same level of affordable properties, intermediate housing for key workers, first-time buyers and a new urban environment focused on quality and supporting the New Deal initiatives in regard to reducing crime, social inclusion, healthy living and life-long learning.

South Kilburn New Deal has recently been commended on its partnership working and is referred to as a model of good practice, a testimony to the efforts of the community-based team. The next step in the development work at South Kilburn is a competition to design the first new homes for residents. This will provide a focus for community engagement in developing a series of designs for a street-block. The residents will then choose the winning design that will be delivered using modern procurement methods, the by-product of the process being the creation of a set of design and construction principles to guide the regeneration as a whole. These principles will assist the process of planning and ensure standards of quality and diversity are maintained. The delivery vehicle will use the standards to ensure best-value partnered-procurement supply chains are created, which ensure that the community benefits directly from the employment and training potential of such major regeneration activity.

Other programmes that Mace C2C is involved in include:

.  Appointment by GO-East to work with the New Deal for Communities Board at Marsh Farm, Luton and the Borough Council to procure and act as project manager for masterplanning services supporting community-based enterprise initiatives
.  At Thames Gateway, Mace has provided programme and logistics advice to the team that developed the masterplan for the new community at Ebbsfleet, which will create up to 10,000 new homes
.  Mace has been awarded a framework agreement with the London Borough of Barking and Dagenham to join with the Council's Housing Asset Team and develop methodologies for delivering standards in excess of Decent Homes
.  Mace C2C is currently providing a strategic programme management role at the Nar Ouse Millennium Village for English Partnerships
.  2000 new homes at west Hendon for Metropolitan Housing Trust
.  500 new homes at Bromley for Dowland Affinity Group
.  100 new homes in west London for Family Housing Association.
