DELIVERING BETTER COUNCIL HOUSING TO HELP CREATE SUSTAINABLE COMMUNITIES
Leeds West Homes is one of six Leeds' Arms Length Management Organisations. Established as a company wholly owned by Leeds City Council in February 2003, we are charged with managing, maintaining and improving over 12,000 council homes in the west of Leeds.
Our vision is to make west Leeds a place where people are proud to live. This means focusing on more than just housing. We need to create decent homes in decent neighbourhoods by working in partnership with other key players. This includes real engagement with our local Community Safety Partnership, the West Leeds PCT and the West District Partnership.
We contribute meaningfully to initiatives, plans and programmes in west Leeds aimed at delivering sustainable communities including our Neighbourhood Renewal Programme, SRB5 schemes and Urban Renewal Area programmes.
Our properties are the heartbeat of the four communities we work within. In our main townships of Armley, Bramley, Pudsey and Wortley 23 per cent of residents are council tenants and our customers. Improving the condition of people's homes improves their health and wellbeing. It raises the threshold for everybody and enriches the community as a whole.
Our investment programme reflects the challenge. This year we'll be spending over ?25mn specifically on bringing properties up to the Decent Homes Standard. Next year this rises to ?39.9mn. For our tenants this means new doors, modern double-glazed upvc replacement windows, re-roofing, improved heating and energy efficiency, better security, re-wiring and modernising ageing 'system built' houses, kitchens and bathrooms.
This money flows from our success last year in being recognised as a 'good organisation' with 'promising prospects for improvement', by the Audit Commission. As a cost-effective, efficient and value-for-money business, the government has the confidence to let us use the money wisely.
Involvement with the community we serve is one of our core principles. LWH was formed specifically to take the management of housing closer to tenants. This is reflected in our governance arrangements. We are run on behalf of our customers by a board made up of eight elected tenants, five local councillors and five independent members.
We are committed to involving tenants fully in the decision-making process on how we invest our resources to improve homes and deliver services. We foster and nurture formal and informal tenant and resident groups. We strive for more effective ways of connecting with tenants, particularly those in traditional hard-to-reach groups among young people and our BME communities.
Our Challenge is to reverse the decline in the quality and standard of council estates and to transform the perceived opinion about council houses and the people who live in them. Our tenants are our customers and they expect more from us.
We are determined to overcome the legacy of years of decline, under-investment and under achievement. The challenge is steep - not the least as our stock levels decline through the right-to-buy scheme (362 properties lost last year) - but we will making west Leeds a place where people are proud to live.
