Keepmoat has extensive experience in co-coordinating private sector resources. Its experience is positive and comprehensive, based on a track record of successfully delivering holistic and sustainable community regeneration solutions. Keepmoat invests considerably in local communities, utilizing local labour and sub-contractors, and providing much needed training and meaningful employment to local people. In many regeneration schemes, we have provided leading models for mobilizing private sector financial and human capital resources and attracting considerable investment. Three major themes comprise of Keepmoat's blueprint for delivering Community Regeneration::
1. Delivering strategic investment in the regeneration area through the integration of local supply chain and effective selection of local sub-contractors and suppliers, affirmative action, identification of skills and priority recruitment for local labour and the promotion of "micro" enterprise culture by assisting start-up of small businesses. The results often surpass expectations, in the sense that the private resources directed to a geographical area act as a catalyst of sustainability. If and when such action is supported through other initiatives deriving from the public sector (i.e. inward investment measures, measures and instruments directed to the promotion of SMEs), it is clear that regeneration related private sector expenditure could be fully compatible with government expenditure relevant to regional policies.
2. Maximizing the thrust of the expenditure in the regeneration area, through partnering and prime contracting, scale economies, continuous improvement of management and risk costs and standardization, as well as the incentivisation of savings through value engineering and lean thinking process. This issue relates primarily to the vertical integration of a regeneration scheme through the entire supply chain, in order to provide robust value-for-money solutions which are transparent and verifiable to external and internal scrutiny controls. Quite often, the supply chain is incentivised to innovate and embark upon savings exercises. Such approach, in our experience, requires total private sector commitment that goes beyond the traditional contractual interface.
3. Deploying its own resources as well as mobilizing resources available to strategic alliances, to achieve seamless, one-stop shop successful and sustainable regeneration outcomes. In particular, Keepmoat approaches regeneration challenges through the three-fold spectrum of social sustainability, physical regeneration and economic regeneration. Social sustainability, in our experience is achieved when the financial and human resources are directed towards social cohesion, community capacity building, resident/tenant empowerment and the ever important affordable home ownership. Physical regeneration, on the other hand, requires a overall view of issues such as social housing refurbishment and provision of new built for rent, housing for sale, the facilitation and delivery of commercial and retail schemes, medical centres and educational or government buildings. Finally, economic regeneration focuses on issues such as training schemes, employment initiatives, local labour policies and strategic sub-contracting.
