The Sustainable Communities Plan is a housing-led regeneration initiative aimed at tackling imbalances in demand and supply, primarily in the housing market. The challenge posed is represented by significant regional variations typified by high demand and insufficient supply in the south of England, and low demand and ageing supply in the north.
The vitality of the housing market underpins wider economic renewal. A vibrant economy brings higher demand for and levels of housing investment; a weak economy results in low levels of investment, typified by dilapidation and decay of existing housing stock. The housing market is a driver for change, providing an impetus or intervention leading to increased activity and employment. In conjunction with other national regeneration policies, the challenge therefore is to create or re-create better places where people want to live, work and play.
The Sustainable Communities Plan presents a considerable challenge. It is more than housing alone; a true mixed-use regeneration approach is required. Its successful delivery will necessarily require a collaborative multi-disciplinary approach. Unlocking these challenges involves fresh ideas and innovative solutions underpinned by a balanced understanding of the roles and requirements of the public, private and community stakeholders' objectives in terms of commercialism, probity, sustainability and value for money.
Sustainable development is often considered in the context of three main components; economic, environmental and social. There is a fourth critical dimension that binds these aspects together - time. This allows sophisticated cost and value-modelling techniques employing discounted cashflow analysis. It allows the measurement, benchmarking and comparison of alternative development solutions.
