Boston Borough Council
PARTNERSHIP PROVES PROFITABLE!
Boston Borough "is a small council that thinks big ... It has many recognised achievements in regeneration that are quite large ambitious projects for a council of its size. These achievements have been gained in partnership with others and by levering in additional resources." - Peer Review, 2003
We are ambitious for Boston, but cannot deliver our ambitions alone. Partnership is at the heart of everything we do. Every service area has benefited from working closely with neighbouring authorities, community and voluntary organisations, businesses and regional bodies. Well before Local Strategic Partnerships were a requirement, the council created the hugely successful Boston 2000 Partnership. This drew down and administered SRB2 and 6 funds creatively, added more from other sources and achieved real results - including a commitment from all partners to work together.
The council and its partners have a 'can do' attitude. A sustained focus on major regeneration projects delivered the £25mn Pescod Square shopping development, £7.5mn Princess Royal Sports Arena, £2.5mn multiplex cinema, £5mn SureStart programme and £2mn Guildhall project. The Pescod scheme involved painstaking research and complex negotiations with private- and public-sector organisations over many years.
The Boston Area Partnership (BAP) - Boston's LSP formed from Boston 2000 - is the strategic alliance of public, private and voluntary sectors. BAP is committed to tackling the issues facing the borough. Recent work secured the future of Boston's port, the East Midlands sea gateway and part of Boston's heritage, safeguarding current employment and opening up new possibilities. New challenges include rapid population change, with an influx of economic migrants. This raises tensions, but also creates exciting opportunities. BAP welcomes such challenges, taking a positive stance and addressing these with government departments, MEPs and neighbouring authorities. The sustained efforts of all partners continue to reap benefits.
Already delivering its second Community Strategy and with this strong track record, BAP is entering a new and exciting phase, as the Boston Area Regeneration Company (BARC) is set up to deliver BAP's Local Area Masterplan. Linking the BAP and BARC is another innovative and creative approach to improving the quality of life. Support from local and regional agencies has been forthcoming. This will give the BAP 'teeth', ensuring that previous momentum is maintained. Given the nature of the borough, addressing rural and urban needs together recognises the inter-dependence of one to the other.
Closely aligned with the Community Strategy, the Masterplan is BAP's strategy framework for social, environmental and economic regeneration for the next 10 years. Beacon Projects are identified for the eight priority areas with many other initiatives identified, some still at very early stages and requiring further feasibility work.
The council and BAP relish new challenges. The confidence and expertise gained from the past drives us forward. We are not complacent, nor are we over-confident. We will take risks, not just to be different, but to seek locally specific solutions. We listen and learn, welcoming critical views to help us develop further.
